I use a fragment cannon with three beam lasers. The lasers take out the shields and when I do a pass, I empty the clip. I recently upgraded to a bigger fragment cannon (medium hard point on a Cobra) and on anything smaller than a python or anaconda, three shots deplete the hull by at least 10%, on smaller ships much more. I tend to get in close to my targets and shoot whatever I'm armed with a close range anyway, so the frag cannon is one of the first upgrades I make on a ship. Highly recommended.
