You can spam data deliveries for days.
Each one will net you 1-3% of a rank.
Just stack em up and every run will get you a 20%+ increase. ( max 20 missions ).
I found a 2 system loop that has been working very well. One system has one station with TONS of missions and the other system has 3 stations to refill your missions going back the other way.
Wash, rinse, repeat and you rank up easily. Not particularly quickly, but easily.
Every loop has netted me about 40% of a rank in about an hour.
It's a grind, but do-able.
