In my experience, the best way to rank up is data deliveries, simply because you can have 20 at once and don't need any cargo space (except for commodity rewards).
It's important (as far as I can tell) to have your Empire standing at 100% (or at least above 90% to be considered Allied, not sure if 100% makes a difference).
I'm in a system called Peraesii near the bottom edge of the bubble, which has 4 stations, 5 outposts and 3 settlements, so LOTS of missions, especially when there's a boom on.
