Yes a better frame shift drive allows you to go farther per jump.  However, there are no frame shift drives that will get you 224 LY in a single jump.  You should be able to get from Rhea to Cubeo even with an 8 Ly jump range using multiple jumps and either stoping at stations/outposts/starports to refuel or the better and more cost effective method of using a fuel scoop to refuel at suitable stars [see fuel scoop on the equipment page of this wiki].

As to being regarded as hostile in federation space, if the only reason you are showing up as hostile is due to powerplay, you will not be attacked by the police or station defences.  The hostile label is to let you know that the police and station defences will not come to your aid if attacked by a federation aligned powerplay ship.  It basically means that you are fair game to any npc or person who is aligned with a powerplay faction that is hostile to your current faction.  Most npc's are not aligned with a powerplay faction and will not treat you and differently.  Even stations/outpost/starports that are directly controlled by a hostile powerplay faction will not treat you any differently than before with the exception of not coming to your aid if attacked by an agent belonging to that faction as they will not become wanted for attacking you.  Keep in mind all no fire zones at stations will still apply and that because any agents attacking you will not become wanted for doing so, you will become wanted if you return fire or destroy them if their current status is not listed as a Wanted ship in the local system.
