You say that the group must have significantly impacted and been recognised for their impact, how would one draw the line on what is significant and what isn't? Does creating a Community Goal count as a significant impact or would even switching a minor faction to be the controlling power be enough?
I think we will need to get a stricter policy on references when it comes to player groups, and I'll include it in the proposed policy when I get the chance.
With the possible solution I'd think that User namespaces is the way to go. Those are for each individual user (or users), so I'd expect that to work out at least.
Also, a bit off-topic. I've changed so that stubs should appear at the bottom now. Reason being that it interferes less with the content and when they've read it and see the template at the bottom they might have a higher chance of editing it.
