The Witch Head Nebula isn't a single system, it's a cluster. Make sure you're correctly selecting one of the systems listed above (none of them are permit-locked) if that's where you want to go.
If that's not the problem, I can only guess you don't have a sufficient jump range (the area does have some gaps that can make it difficult for combat-loadout ships with lower jump ranges to make their way there), you are attempting to plot a route from an invalid direction (the nebula is near a large block of permit-locked systems and you can't plot through that - it's easiest to plot from the direction of the bubble), or you have too many filters active while trying to plot and should turn some off.
