It could be another country, but the USA and its allies are the most likely to win since the military budget, capabilities and experience of the USA outclasses any other country on Earth.
You seem to confuse the USA with the Federation. It is the Federation that takes over the world. The US is just where the Federation started. There's no need to think of this in terms of "countries" because countries don't exist anymore in 2242.
Most star systems that the Federation acquired didn't have any advanced aliens to prevent it. So humans could just expand and colonize thousands of systems.
It's better to discuss the lore on the official forums. There's a subforum called Lore & Roleplay . The lore of Elite Dangerous is what it is. Whether you like it or not people cannot change it.
