From Elite Dangerous Wiki

"Russia's already partially democratic, yet many like socialism."

In 2018, Russia's economy is quite small compared to its population. It's smaller than California. So economically it is not so strong. Based on this factor it's significantly disadvantaged.

"California’s GDP, at 2.448 trillion dollars is 80% larger that Russia’s GDP, at 1.3 trillion dollars. Here are some other interesting stats. While Russia has a population of 143.5 million, resulting in a GDP per capita of 14,601 USD, California has a population of around 38 million, resulting in a GDP per capita of 56,435 USD, which is almost four times as much as Russia."

"And why is it unlikely Russia will overide it's Plutocratic government? Life expectancy ain't that long in Russia, and Putin's not gonna be president forever. And what if it does not happen by 2044? There's always time."

In the last couple of decades it still hasn't happened. Technically anything is possible, the chance is just small.  2044 because we're talking about the ED lore. So it would need to happen before that time.

" Also, the US taking over the world thing has become unberable."

The ED lore says the Federation takes over Earth. The US survives and wins a hypothetical WW3. Thereafter it transforms into the Federation when the other countries join. In many cases those countries choose to join it. The Federation is the global, interstellar government. According to the ED lore there's no Russia, USA, China, UK, India or any other country by 2242 CE.

" It would be more interesting to see the federation as a place where the people help the government make corporations to aid them, like a mix of communism and democracy, with the government controlling companies that the people help create."

Communism has been tried in many countries and it doesn't work for many reasons. A corporation is a business entity where people collaborate to provide services or products for consumers (other people). It doesn't really need an external central bureaucracy.

The ED lore is based on a timeline with factors that are plausible. This makes it more believable. Other things could also happen though. If they add unlikely factors that would make it more fiction than science fiction.
