From Elite Dangerous Wiki

The Cutter is also much worse than the T9 for trading, as shielded it can't go as low as a T9 and thus loses more cargo space, and shieldless you lose a lot more profit to repairs if you don't make an absolutely perfect landing every time. It's pretty stupid to get angry about a 4 t difference when you're talking about capacities just shy of 800 t, and the Cutter is also well over double the price of the T9. The Cutter is not a trading ship, it is a multipurpose ship that can be used as a trading ship if you already have one for another role or if you're just so stupidly rich that you have nothing else to buy. If people want to spend over twice what they made for an extra 4 t when shieldless and end up making less money because of repairs, then it's a downgrade they're making for the sake of luxury, not an upgrade. Considering that the Cutter is also the largest ship in the game by volume, as well as the most massive, it simply wouldn't make sense if it didn't have the largest cargo capacity, and making the T9 carry more would likely piss off the bozos that already bought the Cutter as a trading "upgrade." The balance is fine as is.
