It's not as bad as all that.
The most glaring problem is the shield generator it comes with is undersized. You need a class 5 unit for near-optimal shields, but it comes with a class 4. I'm running a 5C Bi-Weave and that's working pretty well for me; by the time it's down I'm usually almost ready to high-wake out, and if not it comes back up pretty fast. A 5A would also be good, depends on your style.
Max out the thrusters and fit a good power distributor and you can boost at 330 m/s almost continuously when unloaded, around 300 loaded. Maybe not an "18 wheeler on steroids," but most fighters will have to put four pips to ENG to keep up, which means taking power away from their guns.
Defensively I recommend a chaff launcher and two point defenses -- one on the top midpoint utility mount, one on the bottom. (One doesn't cut it because the superstructure blocks a big chunk of its line of sight.) If you want to give them something to think about while they follow you, mount a couple turreted pulse lasers on the top and bottom gun mounts. Size 1 pulse lasers will run for a while just on the charge in your power distributor. Won't do much damage but might force them to divert power to SYS.
(There's a theme here. Small fighters have severe power management issues compared to big freighters. They can't run everything at once. Every watt you make them expend on speed or shielding is one they can't throw at you in the form of a laser beam.)
On the whole it flies better than it looks. It certainly handles better than my Federal Dropship, although both make my Type-6 look sprightly by comparison.
