There are only so many variations on size and shape that you can do, not only that but in "reality", certain ship designers in the world of Elite are going to very likely stick to a design that already works and tweak it for different classes of ship. Hence why there is a small Asp/Diamondback Scout for lightweight exploration and going from A-B and back again, and a Asp/Diamondback Explorer for extended periods of exploration, hazardous areas of space and hauling over long distances.
As for the Federal ships, the Federation are known for being a very formal and uniform organisation - they make uniform and recognisable ships for this purpose - in contrast with the Empire, who like to show off and prefer elegance.
The Lakon Type-X series of ships are very much an extension of uniformity and sticking to a design with tweaks for different jobs. The Sidewinder, Viper, Cobra, Python and Anaconda are all also very similar ship designs in different sizes, and the FDL, Adder and Hauler are similar in design but made for different tasks. This is exactly why there are different Manufacturers in Elite, that is where the variation in design is, because each Manufacturer will - in the gameworld - have a team of ship designers that design ships in their own specific flair.
