I can see why they keep it "stolen" and not "salvaged". If the items were stolen in the first place then regardless of who picks them up they are still stolen. In the case of picking up a pirate's cargo they should definitely still be considered stolen goods. If someone stole a bike, then dropped it and I picked it up the police would still consider me in possession of stolen goods. If the cargo was just randomly hanging out in space, i.e. from an "unidentified signal" I can understand them being branded "salvaged" goods. That makes a bit more sense.
