Absoloutely not. I just went on a trip to colonia via Sag A* and went to many O-type stars, most of which are mine now because they were unclaimed. Just go to the Areas about 4 kly around the center, there are loads of neutron stars, black holes and O-type stars, most of which are untagged.

If you look in places closer to the bubble however, then yes, you can assume most of them to be tagged.
