Shield generators are based on the volume (hull mass) of the ship. So only the base hull (400 for an Anaconda) matters. Thrusters are based on the mass of all ship parts, so they use the total weight in tons. Use ED Shipyard (edshipyard.com) to figure out how much shield you should get for a ship.
