"Instead of answering" - pure arrogance.
I think ammunition like that should be replenishable, BUT it should come at a cost of more than resources.
Ideally, there would be an additional module needed for synthesizing anything in your ship; but there are many "missing modules" like that, and the number of slots is allready very slim on most ships.
But it should definitely come at a cost of power draw, significantly enough, that other sacrifices may be necessary.
