Whilst reputation continues to follow the broad overall process described on this page, I think the degradation is more extreme than is recorded here.
For example, I recently had attained "Allied:100%" with the Empire, when real life meant that I did not return to the game for precisely 10 days. Upon my return my Empire reputation had dropped to "Friendly:80%". Since then, the rate with which it is returning appears to be ridiculously slow. One of the reasons being that this reputation is dropping by more than 1% per day, so unless you do enough "good deeds" to exceed 1% of improvement, the best you can hope for is to stay still.
This is having an effect on gameplay, because things like mission rewards appear to be calculated based on a factor derived from this value.
Reported the excessive change via the Bug Reporting forums to Frontier and got told, politely, to ### off, i.e. that although this had been changed, the alteration was intentional...
