From Elite Dangerous Wiki

It's really simple actually. If you do a little research (which if you're on here, I'm assuming you can do), find the power you most like, be it the one with the best module for you (prismatic shields look pretty nice), or whether their benefits are to your favor (-100% bounties on you, +100% bounty payout, +50% rarity goods pricing, w/e). DON'T PLEDGE TO THEM YET. Find their area of influence in the galaxy in-game, and go there. this may be expensive and time consuming if you are a new player. the only thing I can recommend is to buy a fuel scoop, and learn how to use it. Once you reach your preferred powers area of influence, pledge to them. I delay you pledging right away so you don't get attacked on your way to your power's area. Next, do one of the things to gain merits for them. Find a combat zone, pick the group affiliated with your power, and annihilate the other side. Ferry commodities from the capital out to another system. You should quickly rise in the ranks of the power (quickly meaning over the course of a few weeks, this isn't some get rich quick scheme). That is powerplay at it's simplest.
