Wasn't able to find any relevant and up2date info on Combat Ranks, so here are my findings so far:
First of all, this seems based on number of bounties (e.g. kills), not including the bounty money at all.
Now for the ranks:
Novice: 64 kills
Competent: somewhere between 212 - 228 kills (the game didn't update the stat for me without restarting it, on 212 kills I was still Novice, on 228 kills I was competent)
Stay tuned, more to come!
