They're ok for PvE as long as you have a bigger ship where you can use other weapons to get the opponent's shields down and open up with a couple of frag cannons to speed up the hull damage. Just put them on a different firing group and only use them against big ships.

With a smaller ship you'd be probably better off with something that lasts longer, since you'll need it a lot more.
