You really need to have the target filling up your whole cockpit view to be sure of getting anywhere near the high DPS ordinary frags can offer, otherwise they'd easily be better than other weapons. Even at 200m, most of the frag cannon's damage misses. I'm not even sure much of it hits at half this. (Not factoring in engineering)
Most of the pacifier's shot will land at 200m, assuming you don't miss that is - because of it being gimbled and stuff.
