Yes, except in very exceptional situations.
This is to allow players more flexibility in roleplay. CMDRs complained that costs put them off moving from build to another, i.e. from trading to exploration, or just experimenting with new builds.
Now you can sell all your weapons/modules and get them back or just store them for no net loss, and even have them delivered to you from anywhere in the galaxy for a fee.
So no more excuse not to try that railgun + plasma accelerator build everyone knows they always wanted to try. Happy cooking CMDRs! o7
