It will probably be a feature of Horizons but eventually rolled out to Non-Horizon owners or it could be added for all players (Although its not very likely, they do have to make money), much like you I've not been able to find a definitive answer, granted I've not had the most through search, but we'll probably get an answer soon.
I will say if you do need Horizons, personally I'm just gonna buy it, seems like it's worth it and the multicrew is just a complete bonus and on top of that the money split/duplication/thing is yet another bonus on a bonus, that's just pure bonus. (I'm planning to just hop in my friend's ship when he has his daily bounty hunts)
