The atmospheric pressure is a little wonky, but it's 3303. Maybe some FSD tech and/or magic is used to retain a much thicker atmosphere than would normally be possible? Re: its survivability, medical tech is pretty crazy advanced in the 34th century. Martian residents may be bioengineered to be able to survive in that environment (I mean, implicitly, we all are, artificial gravity doesn't exist, so all commanders should be getting our bones turned to cheese, but that doesn't happen).
2. No more outlandish than giving Mars a functional magnetosphere. Altering Mars' rotational period would be a massive undertaking, but it's probably within the Federation's power.
3. This is explicitly answered at the Relocation tourist beacon above Mars. In the 23rd century, the Federal Government relocated from Washington DC on Earth to Olympus Village on Mars due to worsening environmental and radiation hazards caused by World War 3 and general climate change. It's hinted that Mars was not actually much nicer than Earth at this time, but the pretense of moving the Federal capital off Earth was politically useful during a time when a number of colonies were considering defection to the Empire.
