"Imperial" more refers to their government civil ranking structure, which is based off the Roman empire. The Imperial's method of gaining influence focuses more on pulling political strings than conquest. Likewise, all the gutamaya ships reflect this and are actually multipurpose vessels with the design focus being speed, defenses and superior internal compartments, they are not dedicated warships like that of space America.
