I've found that the fastest way to complete an interdiction - regardless of which party you are - is not to try ti sit your reticle on the target, but to sweep it back and fourth over the target. I think you get more progress on the progress bar the instant you reach the target than you do for keeping it there.

Entirely possible I'm hallucinating this, though. I am pretty new.
