From Elite Dangerous Wiki

This is a pretty illogical insurance system compared to something like EvE. So here you get a 5% lifetime insurance for all ships/modules you buy and you're forced to use it on the ship/module you lost or not at all. I.e. the repayment from the insurance company in Elite is apparently in ships and not in credits which doesn't make any sense.

In EvE you have different qualities of insurances that are valid for certain time periods. Depending on the quality of the insurance you buy for your ship (before it gets destroyed) you'll get a certain amount of credits if you lose it. I.e. you should get the money your insurance covers, not the ship itself. If you're doing high risk missions you'll want the highest insurance. This should be possible for Elite as there's a big difference in risk for an explorer and a fighter. An explorer is typically fine with a low insurance while someone who's risking their life constantly need a higher insurance.

Correct me if I'm wrong somewhere.
