Eeeeh, no.
The Thermal load of 3 is for each of those 3 shots. That makes a thermal load of 9 per burst and a 2B rail has a thermal load of 5. That makes it almost twice as hot as its regular counterpart.
So it is basically a burstfire railgun that deals 15 damage per burst as opposed to the normal 7, but has a thermal load of 9 instead of 5. Devs are trying to avoid creating a straight up "premium version" of a piece of equipment. Instead they make a "specialized version" that is superior in some aspect, but has to deal with some form of tradeoff.
It is very similar when you upgrade your stuff with an engineer.
Any upgrade you engineer is gonna come with some form of disadvantage you need to deal with.
One way of dealing with things is for example using the prismatic shield of Aisling Duval on ships that won't mind the increased mass and powerdraw, such as multipurpose ships and haulers. Multipurpose ships rarely suffer from power management issues and Haulers usually only use half the available power anyway.
