To be honest you don't need THAT much dosh to outfit an FDL.
Speaking of the Cutter, I think it's fine where it is right now. Yes, the shields are good, so is the hull, yes the speed and hardpoints are pretty nice. But it handles worse than a T9. And either way if you want to use the Cutter as a trading ship, you'll either have to ditch the shields or lose 256 tons in cargo space, becuase nothing less than a class 8 shield will not be abie to contain that fatty. I guess this ship is more of a cruise yacht: you don't wanna go liberate a port in it, you want to go fast, drink booze and shag women.
IMO a better balance choice would be to buff Corvette's armour.
