Highly doubt it. The Clipper is already one of the most flexible higher-end ship classes in the game; more firepower than most heavy fighters with a Type-7's cargo hold to boot. Adding a fighter bay on top of that could cross the line into making this ship grossly overpowered given its huge internal slots (meaning it could equip far better fighters than most combat ships, on top of its already good firepower) unless fighter bays would nerf other stats to compensate.
