For Military Grade Alloys and Military Supercapacitors, you want a War or Civil War state system.
At the moment, the system Madngeri is in civil war and I've found quite a few High Grade Emissions signal sources, each with 3-5 of either the alloys or supercapacitors, but one signal source never has both.
