Instead of a refueling ship being dispatched, you should be able to pay to be hauled back to the last station you were at. That would prevent people from using refueling to exploit exploring and would still punish you for running out. As it is, having to blow up my ship because I tried to cross a stretch of space that was too big is kind of stupid. Not very immersive...
