Can confirm, Chakpa to Ochosi is all good, even though some factions are in war/civil war there are usually enough missions available that you don't need to board hop if you don't want to, you may not leave the station fully stacked with missions every time but you'll still make a decent amount of rank progress; I was able to make it from Lieutenant to Post Commander in an hour or two with only a couple of board hops when mission spawns were really bad. I would recommend listening to a podcast or something in the background though, it makes the whole business a lot more enjoyable.
