I would also give my vote for Tun for leeling up.

As most of the systems around it also give charity missions, and most have RES zones or compromised nav points to easy make money and give you something else to do in between. There are also often some quite decent shadow delivery missions in the area. So that all adds up to make it quite easy to level up there, and you not even have to spam charity missions all the time.
