Going on a limb here I think it's most useful against sucessful interdictions and emergency stops as it will drastically cut into the 40 sec cool down period bringing it down to as little as 8 seconds allowing you to enter hyperspace or supercruise faster to get away. Not sure how low this cool down can go, but if it can go as low as 2 seconds it would make submitting to interdictions far more useful as it would give you a 8 second head start while your opponent it still stuck with the 10 sec cool down. But if you Emergency stop or get interdicted successfully it's use is far greater and gives you a huge time advantage.
