Because of the Viper's starting base mass is greater than the Courier's, even with no weapons on the Viper (and everything else being as equal as can be made) plus only having have the utility slots, the Viper can not achieve a lower mass than the Courier which results in the Courier being able to hit a much higher BOOSTED speed (almost 60 m/s more). And if you dump the Courier's weapons, they're not even in the same class.
