Overcharged with incendiary. With the new engineering they get 20 DPS, compare that to a OC small fixed beam laser at 17 DPS. With the Enforcer's 1.8km falloff it could be considered OP vs. shields, especially considering the WEP draw.
Piercing value is only 30 so even with corrosive anything with over 40 hardness (DBX up) won't get full damage.
