Go to Tamar. Swap back and forth between open and solo and take the charity missions that show up. Spend money/get ranks. This isn't as fast as Tun for Federation since the charity missions are 0-2 per swap in Tamar vs 3+ per swap in Tun but it still gets the job done. In ~4 hours I went from Master to Lord... One more rank to Clipper. All in all I've spent less than a mil and I did a couple illicit cargo run missions for 500k each (2 jump runs so it paid more?) and that paid for my ranks. Before anyone says anything... yes this still works for 1.4... obviously I just did it today and 1.4 has been out for a few now.
