I would recommend moving to Daii, there are at least two other Empire groups in HIP 69457 and Chere all within 14 ly, keep doing the "Chump" change missions you will be offered, running messages etc and you will be a Baron within one day of six hours play..the other joy of Daii is 25+ R.E.S to slaughter your way to finance the Clipper.
Just thought I would mention, I have made Count in two days and I am doing the Earl ranking as I type this up. Good luck.
