Downgrade your non-essential components. Rating-E is good enough for sensors in most cases and no amount of life-support upgrades will change the fact that you'll probably not survive an opponent who can breach your canopy.
Play to the craft's strengths, accept its limitations. You are not there to one-shot people, so get used to peeling away the shields with pulse lasers and then finishing them with a multicannon. The Eagle is also one of the few ships where a Fragment Cannon makes sense. You can close to point-blank and do some impressive damage, even if it does have a terrible ammo-capacity.
