You clearly don't know what this is about, do you? It's not part of the lore, it's something the fdevs added, just because they thought it would be a good idea. But because they don't play, or play their own game as much as the experienced community, they had no idea how unbalanced a simple boost block would be.
Look it up on the web, and you'll see plenty of examples of PvP groups ganking players there have no way of escaping. Hence the term "gamebreaking", - because it literally breaks the game for people, and puts then a senaio where they are unable to escape. So no, it's not far fetched, not at all.
