That used to the case, but I guess FDev beefed them up after many videos appearing of CMDRs brazenly flying around in heavily engineered shield tanks deflecting everything fired at them.
The actual weapons aren't different - they're still seeker missiles, class 4 cannons, multi-cannons and beam lasers (and maybe railguns, it's been a while since I provoked a space station). The experimental effects are what beefed them up to wreck the aforementioned power gamers.
