I've had the same problem and the following steps made it work:
1) enable "Firing deploys hardpoints" option in Controls
2) Assign DLS to secondary (or primary?) fire in Fire Groups panel
3) I'm not sure about the "Activate DLS" option in Controls, I set this also to secondary fire button, maybe this isn't required...
Now you can use it like any other scanner. Keep the button pressed until the bar is full.
