When versus shield tanks? Depends. I have my Cutter engineered for +30(ish) thermal resistance, +50(ish) explosive and about +24 for kinetic...and I have nearly 3000MJ, actual, with close to 6000MJ effective thermal rating. At that point? Take a pick...multicannon likely to eat away at it just as quickly. But then there's the G5 Reactive Armor lol.
Now shield tanks designed for ramming? Yup... Those have the default 0 thermal resist, as all of the shield boosters are geared toward Heavy Duty, for 5000MJ+, actual. These builds are designed only to soak up impact.
