Ok, it has crap range, extreme jitter and you only get them in class 1, but the jitter and range can be engineered. When you have multiple cytoscramblers, shield tanks don't exist any more.
From what I've seen on Youtube on what can be done with them, the cytoscrambler might be one of the most underrated weapons in the Elite community. A guy in a Chieftan takes down a Deadly NPC Federal Corvette easy with 3 cytoscramblers, a pack hound, and two advanced accelerators.
Shields popped in the first volley just with cytoscramblers. The whole fight lasts about 90 seconds. Scary.
