In theory, with their range and lack of falloff you should be able to kite another cmdr by staying at 3km or so and hammering him at full strength while his return laser and mcannon fire just lightly tickles your shields.
In reality, unless he never moves side to side, you'll probably waste most of your shots. That low velocity is a dampener.
