Unfortunately, a match will not start with less then four people. Additionally, it is not possible to specify who is allowed and not allowed in the match. Thus, you will not be able to play just with your brother. The most that can be done is inviting people on your friends list to a squad, which will keep the people on the squad in the same matches and mostly on the same team. Having more than 2 people on a squad can often lead to aborted matches, as the game will keep them on the same team and not balance the teams for player count, resulting in 3 vs 1, 4 vs 1, and 4 vs 2 matches that will quickly see the players on the outnumbered team leave the match.
I am not sure if the squad system allows for more than 4 people on a squad, so I do not know if it possible to create an 8 person squad that will only fight itself.
