I've found that a good time to play is between 12 pm and 4 pm eastern time. You can frequently get matched up in under 5 mins in deathmatch, although it takes a little longer in team deathmatch. I have yet to ever get a match up in capture the flag so I don't think there is ever a good time for that one.
