The following is correct as of December 2016:
I recently got a bounty in my "home" system and managed to escape before my ship was destroyed by the security services - so I had an "active" bounty and meant I would be shot on site if scanned. I went to another system, got a sidewinder (stored my BH ship), flew back to the system where the crime was committed. I then docked at the station of the faction that issued the bounty (being very careful not to be shot or scanned - more on that later). Once docked, I then undocked (in my cheap sidewinder - so that when I die it's the issuing station I respawn in), got scanned by the police outside and promptly destroyed. All it cost me was a sidewinder and the bounty was clear.
If you can "sneak" back into the station/faction that issued the bounty, without being detected, then undock and die to police then it's considered paid/cleared. You can either wait the ~7 days, but if you don't want to, sneak in, dock, undock, die. Your "reward" for doing so is having the bounty cleared.

You basically want to die in the station that issued it and avoid a dormant bounty. If it does go dormant (ie, you don't escape and don't spawn in the station that issue it) you can trigger it to go active (in a cheap ship) and then do what I did.
I hope this isn't too rambling/confusing - basically follow the flow chart.
You can only clear it when it's active or you have to wait the 7 days. I didn't want to, and it only took about 10 mins work, which is fair enough for me being too trigger happy.
Now the last bit, for sneaking into the station..... Many already know so skip this if you wish. If you need to dock at a "postbox" station then line up as best you can outside, keeping away from police ships and out of the docking range. Match your rotation to the station so you've got a good run at the slot. Turn off weapons, shields, cargo hatch, scanners (because you want to generate as little heat as possible). Divert all power to engines, full throttle, booost and hit silent running (you turned off extras to stop heat being generated and giving you away/over heating in silent running mode) - pray you lined up well. At 7.5km request docking from the station. Pray again it's granted. As you're about to enter, disabled silent running, slam on the breaks, deploy landing gear, land, (save/exit/reload if you're paranoid), go out and die, enjoy your bounty free life!!! \o\ \o/ /o/
tldr; Get into the station that issued the bounty without being scanned, undock in cheap ship, die. Your reward for doing so is having the bounty cleared right away!
