As of the latest update (v3.2), the easiest way to pay off a Bounty (not a fine, a bounty - if you're new, learn the difference, it's not obvious) is to go to an "Interstellar Factors" contact in a nearby system, BUT not every system has one (in fact, the vast majority don't). You can find them under the services filter on the map (read the Interstellar Factors page to see how to filter them).
During the event that started earlier today, I got a 200CR bounty by accidentally firing on a friendly a little too long. My Krait has a 3.6m CR rebuy and I only had 36k more credits than the rebuy. Not wanting to get that broke, I managed to jump out with 24% hull left, then spent the last 2.5 hours trying to figure out how the hell to pay off this measly 200CR bounty. This was the answer.
