I'd guess you need to buy them at anarchy stations where you can buy shady stuff directly from commodities menu because for them there is no "regular" and "black" market, just one :) And if you want to sell this in regular stations, you need to find one with a black market (or bulletinboard missions). I accepted such a mission in a "lawful" station and my search for slaves brought me to an anarchy system between a bunch of uncharted systems with two stations both very, very far from the center (long supercruise) and both of those stations openly sold/bought slaves :) System: SUMEL, station: Christian prospect - where I bought 2 slaves ~10,000 CR per one and sold them both for whooping 45,000. When transporting slaves, avoid authority vessels and do silent docking to avoid scans.
